It's funny, I have lived in three different Horizon Properties homes. I have been extremley pleased with them and their service. I read all of the comments below and find it funny that no one can take responsibility for their own actions anymore. Maybe you did screw up your carpet or left the place a mess! Again i have rented three homes thru them and have received all of my deposit back each time I have left. Maybe my family and I are cleaner than the rest. Not sure. I have also had great response from the lady in the maintenance department, she even called me back at two in the morning New years day when my heater sprung a leak. I am utterly shocked that people can talk so badly about another person. I am currently a tenant and plan to continue renting from them until my family and I are ready to buy! This is why I research everything and everybody! I am currently researching Sacramento property managers to rent from but am so scared of getting screwed! Unlike most companies, we are committed to having a receptionist so that a live person answers the phone and not a machine. She determines who should receive each call and must ask some questions in order to do so effectively. Since this poster did not deal with us much, perhaps they caught us at a bad time. Regardless, it sounds like things did not go as they should have. This tenant should have shared her concerns with our office manager so the source of the problem could be identified and her needs could be addressed. When voicemail messages are left, we strive to return the call within 24 hours. Our maintenance department even meets every week to make sure that all maintenance has been assigned and nothing falls through the cracks. Pros: We don't use an automated telephone system; you'll always be answered by a live person during business hours. Cons: Though we do not close for lunch, staff does take breaks and may not always be available. more

This six-year old home was in excellent condition and one year later was in deplorable condition with over $2400 in damages (before applying the deposit). The tenant received copies of all the bills as well as the overwhelming evidence documenting the damages that were absolutely her responsibility including 364 photographs. *** It does not benefit the management company to retain a tenant's security deposit. Not only must any funds retained be used to correct the damages, but when tenants like this one cause such damage, it actually creates extra work for the managers. We must coordinate getting all the work done and determine how much if any is the tenant?s responsibility and provide the tenants with timely accounting and supporting documentation. *** We use a six-page inspection form to detail the exact condition of every room in the house, everything in each room and the entire exterior of the property as well, both at move in and move out. After the tenants move out, the move-in inspection is carefully compared to the move-out inspection, and the move-in pictures are compared to the move-out pictures and estimates are obtained for all work needed before any discussion happens with the owner regarding how much of the security deposit should be refunded to the tenants. Any uncorrected damages occurring between the inspections that are clearly not normal wear and tear may be the responsibility of the tenant, as is painstakingly detailed in the Welcome info provided to each tenant. If there is nothing to be charged to the tenant, not only will they likely get a full refund of their security deposit, but they will get it more quickly than if there are charges to deduct. We LOVE to be able to refund a tenant's entire deposit. Whether or not that happens is entirely up to the tenant. *** To date, more than seven months later, we have submitted this tenant to a collection agency but she has not pursued any legal action against us as she claimed she would. By comparison to other property management companies, it would seem that Horizon Properties is in fact overstaffed. The number of people working compared to the number of properties managed is a higher ratio than anywhere else in the region. By procedure calls and emails are responded to within 24 hours even if final resolution is pending. * Our inspections are the most detailed in the industry, so rarely do we have anyone find the need to add to them. Leases and inspections are digitally scanned as well as filed so that such important documentation is easily accessible in more than one format. Further, we maintain 1TB (one terabyte) of storage just for our digital pictures, so more than one source is available for review in the event of any disputes. * The company that provides cleaning services for our properties is a licensed and insured independent contractor and is not nor has ever been in the employ of Horizon Properties. The idea of subsidizing low pay does not make sense since the cleaning company gets paid for the work they do. They charge less for small jobs and more for larger jobs. They earn what they charge by doing the work needed. The fact that they were charged very little for cleaning means that they left it in good condition, but not as clean as it should have been. Dirt is not normal wear and tear. * We do provide excellent service, so it is wonderful to have our staff recognized for how nice they are. They are an excellent team who cares about our tenants and our properties. Pros: Our staff members are really nice people. more

After working at Horizon Properties for more than 15 years, Tim is known by most of our residents as being polite, kind and thorough. If he laughed, it was certainly from the coincidence of the tenant?s calling for the same reason he was going to serve them a notice. Once we serve a notice to vacate, we would not endeavor to see the property or continue to contact the tenant until the time they are to turn in the keys, so it is unlikely Tim or anyone called the tenant more than once. Further, we would not require or expect the tenant to provide a 30-day notice when we already served them with one. In the event an owner hires Horizon Properties to manage a property where the tenant vacates shortly thereafter, it is the owner, and only the owner, who makes any determination as to how much, if any, will be withheld from the tenant?s security deposit. If the owner turned over the deposit when they hired us, we would likely be the ones to send the refund check to the tenant once the owner directed how much the check should be for. The tenant, however, would have been advised up front that we would not have had any influence on the decision of the owner or access to the receipts for any work charged to their deposit. We would refer the tenant back to their owner for those legal obligations. more

Yes, the house was in pretty good condition which is why there were only two things for which the tenant was held responsible. Unfortunately, those two things were quite costly. The fact is that when this tenant moved out (ref. Harrison Street), the property was very dirty and the carpet had PET ODOR requiring treatment with special enzymes. No other charges were made to their deposit and no charges were deducted for carpet repair. *** All repairs requested while these tenants lived there were completed expeditiously as follows: 1. Tenant reported a leaking hose bib; the repair was completed the same day. 2. Tenant reported a roof leak 2-27-06; the bill for repair was received two days later. 3. Tenant reported stove not working 2-27-06; repair was not feasible, so a new stove was installed. 4. Tenant reported the toilet backing up; plumber went out twice to clear the line and the third time replaced the toilet (he found a toothbrush stuck inside the old toilet). 5. Tenant reported the hall light needing repair 4-4-06; handyman repaired seven days later. 6. Tenant reported the garbage disposal not working 11-12-07; repaired the same day. 7. Our annual inspection revealed fraying carpet; Advanced Carpet completed the repair two days later (no charge to the tenant). *** With more than 30 years of experience for the Broker alone, our qualifications have never before been questioned. We take great pride in our rapid response time and in the thorough move-in, annual and move-out inspections we perform. With our detailed inspections and the multitude of digital photographs we take at every inspection, there is rarely any doubt as to who is responsible for damages or repairs. Such extra effort protects our tenants and owners alike, and that is exactly as it should be. Pros: We are very detail oriented. Cons: People who do not accept responsibility for their actions usually do not like us. more

Don't even bother...you'll lose your money. 12/1/2008

This company isn't the best company to rent from. When we would call for service repairs, we would have to wait and wait for the problem to be fixed and when we call them to get a update for when the repair will be made, they gave us the run around. At time of move in the, the carpet was very worn looking and there were stains already there so they said we will not be charged for that damage. When we moved out we had the house professionally cleaned. We get our statement along with the rest of deposit back, there were charges for the damaged carpet (which we were told not to worry about) and they charged us an extra 150$ for cleaning! When we tried to resolve this problem with them kept getting the run a round, each person we talked to would refer us to another person. We finally decided to just except that we couldn't deal with these idiots any longer. We lost quite a chunk of our deposit for a house that was in pretty good condition, but i guess we need to chalk it up to lesson learned. Please don't waste your money with this company, Find someone else who is more qualified at running a rental agency. Excellent Customer Service! Someone Thought Ahead! 11/5/2008

A little over a week ago, I called Horizon Properties about a house I wanted to see. Because I left the message on Sunday, I didn?t expect anyone to call me back until Monday. Surprisingly, a couple of hours later a very nice, professional woman (I think her name was Tammy) returned my call to start the qualification process. I told her how important it was that my daughter continue going to the same school. She asked me what zip code I wanted to live in, so I told her my preference. Unfortunately, the house I called about was already being processed. She told me to check back in a week or so to see if the house was still available. more

Very poor service 9/3/2008

The staff ar Horizon Properties have been very nice to work with. The problem seems to be that there is not enough staff to provide any level of service. If you need anything done, it takes weeks of repeated calls to get the task done. The condition of the house at move-in was not in clean condition as stated in their walkthrough document. Their documentation was very high level and in generalalities. We provided detailed supporting documents identifying problems with the condition of the house. When we would ask them for repairs, we would reference the supporting document we provided. They seemed to have misplaced the document and requested a copy. This occured more than 3 times providing them the same document over and over. Seems any documents that benefit the renter seemed to get lost. Now that we have moved out and returned the property in better condition than when we recieved it. The supporting documents for the poor condition of the house are no longer in our file and they are charging us for cleaning and repairs because their documents list everything in ""exelent condition"". The charges for cleaning and repairs are low enough to make you wonder if it is worth not challenging their claim. Also, the company that provides the cleaning service is also an employee of Horizon. Seems that the owner can help subsidize the low pay with dinging renters with small cleaning services. Pros: Can't think of any Cons: Too many to list more

Breaking the law 6/16/2008

This is the worst rental experience I have ever had. I was a great tenant and upon moving out I was given a bill for two thousand plus dollars for items which were completely false. I would love to hear from anyone with this experience as I have retained an attorney and intend to file due process for their false alegations. more

Stay away from Horizon 3/23/2008

Horrible property management company. They seem somewhat legitimate but at the same time you get this feeling that something wrong is going on. If you have a question and know who you want to speak to, the receptionist will ask a million questions to try and keep you from talking to the person you need to speak to. At first this may seem like good customer service, but it's not. It's almost as if the receptionist has been trained to keep tenants from having problems solved. For example, if you call with a maintenance issue that needs to be resolved, after telling your life story to the receptionist you will always be forwarded to a voicemail and given some excuse as to why the person you need to talk to is not available. The person will never call back. After pestering the receptionist for about a week or so you may have some luck. Pros: Had a nice place to rent...only one on the site full of other bad properties. Cons: Almost everything. Thankfully I did not have to deal with them that often. more

Worst experience of our lives 6/22/2007

Do not rent from Horizon Properties. Doing business with these so called ""professionals"" was a living hell. The office staff NEVER returns calls. Receptionist knows nothing and whatever person you need to talk to is never available. Noone wants to help you, someone's always going to ""get back to you"". They never do. Maintenence requests? Forget it, do it yourself. It'll get done quicker. If you're lucky enough to have to pay for water, sewer, and garbage, the bill goes directly to Horizon first, don't expect them to bill you in a timely manner, Called WEEKLY to try to get total to pay bill only to be ignored over and over. 3-4 months down the road they decide, Hmmmm.....they haven't paid , so they send you 4 months worth of bills at once and give a 10 day pay or quit notice. So it's nearing the end of your lease and you can't wait to get out of Hell, so you begin shopping around for another rental. You find an awesome place that you absolutely have to have and guess what? Horizon won't release your rental history to your prospective new property manager without a 30 day notice. Who gives a 30 day notice without securing a new rental first??? No one that I know of. So I ask one of the ""friendly"" office staff how they can get away with not releasing your history even though you've given the ok in writing to do so and she tells me ""Well which came first, the chicken or the egg?"" No lie. Oh if your planning on buying a home, they won't realease the history to the motgage company either. So you have to take a giant leap of faith and give a 30 day notice and hope to high Heaven that you'll be able to find a new place to live in those 30 days. Renting through Horizon Properties was the worst experience of my life. Don't make the same mistake. Pros: Nothing Cons: Everything, customer service at it's worst more

Do your homework when looking at Property Management Companies 2/24/2007

Wow, after reading the prior posting I'm shocked. Is this the same Horizon Properties (Sacramento)? Our experiences with Horizon Properties have been less than satisfactory. Our number # complaint with them is their failure to comunicate with property homeowners. It's been almost four months now and they have NEVER communicated any recommendations (e.g., lower asking rent, making home improvements/repairs, etc.) to us about finding a tenant in a timely manner. After being on the rental market for about two months, we (the homeowners) finally contacted Horizon Properties and requested that they lower the asking rent to (hopefully) generate more interest in our property. In addition to this, we were told by someone who wanted to rent our that it Horizon Properties almost two weeks to return their call, but by then they had already found another property to rent. As an out-of-state owner, I need to know what is going on with my property. With Janet and her staff I do. They had my house on their web site four hours after I hired them and rented it in ten days! Then I got my check on the 8th of the month. I never got my check before the 25th with my last property management company! They perform AND they communicate. These people really have it together. Pros: Their WEB SITE! They described my property down to the last detail and included lots of pictures. Cons: I called on Friday during the day, but the broker called me back in the evening. more
