They have some decent apartments in decent areas, and repairs are typically done in a timely manner (< 1 week), but the management are dishonest and without morals. They charge service and maintenance fees that appeared questionable according to California state law, back-date mail by several months to make it appear as though they have promptly addressed issues from the past (even though the envelopes clearly show that the letters are indeed back-dated), and routinely do not give back deposits, among other things. Watch out for Simone Popa, the one who oversees the Properties International operation - she orchestrates the questionable activity, and is highly unprofessional and unethical in person, over the phone, and in her actions. Also be cautious of the properties on Oakland Ave, sub-managed by Tom Lombardo and his wife: they are more or less just puppeteers to Simone's requests, but they aren't the most friendly people, they are always around the apartment building, and I have been greeted by many dirty looks from them both - this makes for uncomfortable encounters around the apartment.
