I would have called code enforcement for starters, then followed that up with a documented 7 Day Notice to correct, repeatedly if necessary.\r

Taken photos and well document all of the issues, sent copies of the 7 Day along with photos, not only to the office, but cc'd the Mgmt. Company, Owner or Board of the Company, Brevard County Code Enforcement, City of Melbourne Code Enforcement, all certified registered mail with return receipt so I had signatures to back it all up.\r

After 7 days, would notify them in writing that they need to return EVERY DIME I EVER GAVE THEM FOR BREAKING THE RENTAL CONTRACT! \r

Unless you want to stay, which at that point I would have notified the state as well, and made them pay for another place to room and board me till they could apparently fix their complex. \r

That's what I would have done. Don't let company's, power hungry people or tasteless realtors take advantage. Folks need to learn to stick up for their rights. You're paying for a service that is NOT being provided within the provisions of a contract, or at least that's what it sounds like to me.\r
