Budget blinds put up a pair of venetian blinds in my apartment. The service was excellent - friendly, professional, and competent. It took two weeks from initial contact to installation, and I believe it would have been a bit quicker if my blinds weren't so long as to exceed UPS's maximum, necessitating freight transport.\r

It may not be the least expensive way to get blinds installed, but it was a most pleasant experience.
