These folks were hired by the Water District in our area. Apshalt patch was laid during sub freezing temperatures to areas were the asphalt was cut and removed to perform work. Standard practice dictates a temp of no lower than 40 degrees should be encountered while using asphalt hot mix. The patch work was horrific at best. Like a 4x4 course. It appears that the road paving, performed over the existing and poorly patched surface, doesn't have a tack layer between surfaces either. Also of concern is the two inch raised edge of the pavement that runs parallel to the existing road surface. The paving is two feet narrower than the existing road in several places and does not follow and obvious pattern. \r This would create a hazardous situation for children on bicycles, people walking the block, or vehicles should they step/drive off this shoulder area. \r The logic used to add lose grave to this area as a solution boggles the mind. \r In addition the standard practice of returning properties to their pre-construction layout is of little concern to these folk. The preferred comment for crew members seems to be to the effect, ""there is a easement so we can do anything we like."" \r Thanks goodness when not providing the easement answer they have the good taste to blame it all on the water department.\r Pros: Will bid on anything qualified or not, never their fault Cons: Will sign off on questionable contract specs and smile more
