When I tried to light my water heater, the gas seemed to be rolling upon itself instead of going up the flue. Called Manwill Plumbing. The technician came out and told me I would have to replace the water heater AND all the vents even though it was less only 7 years old (and in a home that was not in use for 2 of those 7 years). Estimated bill came to about $800. I got a second opinion who told me that the valve was a different brand than the water heater and it wasn't compatible. A third opinion told me the same thing: incompatible valve on the water heater. It only cost me $95 for parts and labor to replace the valve....oh, except for the $65 I had to pay to Manwill for their ""expert diagnosis"".
