If your children are swimming in the pool and really don't know how to swim or are not familiar with water safety, then it "your" responsibility as a parent to be in the water with them and not rely on the lifeguard to babysit your child. Most of these lifeguards are teens and although they are there to watch the water and any problems, if you see your child in distress, you ultimately should be right there so they do not have a terrifying experience. Especially if she was going down the slide. A little one isn't tall enough or able to balance well enough to do that alone. It's common sense!!
