We lived here for two years, always paid rent on time or early, kept our place clean. But we are glad to be out. (1) STAFF: The main issue is with management. We have watched incredible staff turnover and people come and go. First week I got there, two girls got fired. Then more staff, who lasted about 3 weeks, and then some more. The lady there for the longest had been a husband and wife team, with the wife the primary office staff. An older fellow with a foreign accent was also around until recently. They were rude, inattentive, unprofessional, and hosts of other adjectives. In the time we lived there we experienced several attempts to coerce us to pay the *management's* electricity bill. They attempted to deny us our safety deposit back despite an in-person walkthrough and polite-yet-firm requests for timely return. Worst of all are, I think, the innumerable snide, obnoxious, or creepy interactions with staff over the years. I hated paying rent but I ALWAYS did it in person in order to get a receipt. Don't rent here, but if you do, always get a receipt. Always. (2) MANAGEMENT: The property owes several years of property taxes (this is public information through the Skagit County website). My guess is that they are either in financial trouble, are unscrupulous, or both. I have to wonder how long they will be in operation before yet another shakeup. The owner seems to be oblivious to the problems on his own property. Or perhaps the dysfunctional work environment is influenced by top-down managerial relationships. Don't know. It's a mess though. (3) NOISE/ENVIRONMENT: The noise was just so-so for a large apartment complex. Occasional parties; kids screaming way too loud. Noise levels seem to be a 'luck of the draw' sort of thing. Hopefully your neighbor will be quiet. Don't rent here, but if you do, try to avoid multi-room apartments as these tend to have college kids with roommates and lots of noise. The best neighbor is a quiet neighbor. There are trains to the rear of the complex but these are the least of concerns. People smoke a LOT so if you ever hope to open windows on a warm day, be prepared for second-hand smoke. Kids like to run around in the parking lot, which is annoying and dangerous. The trash compactor was always broken, so people would just leave their trash bags laying on the ground in the center of the complex. It was ""icky"", to say the least, to empty our own trash. It usually involved carefully snaking through or craning over rancid garbage bags left by other tenants. Thanks guys. We had three, yes three, false fire alarms one summer. Evacuated in the middle of the night, and sat in the cold for an hour until the fire department came and figured out it was nothing. (4) CRIME: We did have the ""excitement"" of living across from what we believe were drug deals. The tenants were there for maybe six months. In addition, cops make regular stops at the complex. Cars are often broken into. Don't rent here, but if you do, then get a garage for your car and always lock it. Live here long enough and you will start to notice the funny things that just make you go, ""huh, that's not right"". Don't rent here, but if you do, get a second or third floor apartment, always lock your doors, and keep your car safe. As I understand it management has changed yet *again* although the new fellow sounds responsible. My hope is that he can continue his responsible ways and turn things around. I fully expect that the previous management would not have given it back unless we'd taken them to small claims court. Good luck to him. But for the rest of you apartment-shoppers I would have to say, at this time: Don't rent here. more

Flakey and Unpofessional Property Manager 3/23/2011

I have struggled to find a quality rental in the skagit valley area. Because of my situation I reluctantly contacted cascade meadows (executive apartments) to inquire about the property, rates and to schedule an appt. to look at a unit. I had read reviews online about how terrible the manager is but I called anyway and agreed to myself to remain neutral until otherwise proven. I called and asked Lynn questions about the property and set an appointment for the next day. I ended up having some free time later that day and called back to see if I could come sooner. (It was about 4 PM) The property manager Lynn was quite unprofessional this time asking me if I have the deposit money available and if I would be willing to pay it today if she showed me the place. WTF??? I hadnt even looked at it. Who asks that in this situation like that?? Weird. When I told her I do have money and that No, even if I like the apartment I most likely will sleep on it, she then told me she had no time to show that apartment that day. I thanked her anyways and reiterated that I was still interested in my appt. for the following day and she agreed and acknowledged the appt. The next day I get off work and head over to the apartments. I try calling Lynns number several times with no answer. I was stood up by this lady who posts craigslist ad after craigslist ad raving about how amazing and professionally managed her apartments are, only its comical to read all of her typos, spelling errors and poor grammar. I'm feeling lucky because had she been totally professional and normal I probably would have moved in there and been screwed out of my deposit too. If the incentive of a new person moving in isn't enough to motivate her then I doubt she would be ANY help whatsoever as a tenant with an issue. THANK GOD she came off as crazy and scared me off. more

I love our community! 12/18/2010

It is clean, well designed and safe with a diverse community of retired couples, families with children, young professionals and more. Many of the residents have dogs and so my ""baby"" feels at home. Love all the cool ammenities making it is easy to get outdoors. The Fitness Center rivals many gyms and is never overcrowded. We love everything about our place! \r more

Dishonest - Beware 11/2/2010

For a year we thought these were the best apartments in the area. But after dealing with management lies, we will not recommend them to anyone! The problem with this apartment complex is they don't return your deposit. They will do a walk-through without you; send you a letter that states any charges they are collecting and ours shows most of deposit to be returned; overcharge for items that are listed at a difference price in your SIGNED (by all parties) lease; state in the letter they send you that you will be receiving your deposit back in just a few days; and then never send it. The management and owners lie and give different excuses each time that you ask for your deposit back or inquire as to where it is (July 2010 and now it is November 2010 ) - continuious different stories -and they still don't return your money. If you check with the tax assessors office for 340 Cascade Pl, which is one of the buildings under Cascade Meadows Apartments, along with 310 Cascade Pl (office), you will find they haven't paid their property taxes for 3 years and are delienquent. Checked myself in September 2010. Management will represent that it is always the renter, but we have our letter of proof and other paperwork and will be seeing them in court! We were warned you would have to sue to get the deposit back, but we were too trusting. I even asked Lin before our son gave notice and she said that they do return your deposit. I trusted her and she lied to me!Don't rent here unless you like throwing money away! TOO BAD!! Lin, If you will please give us our deposit back that you owe us, then we will move on. Horrible place to live do not move here!!!!! 2/26/2010

I moved alomost a year ago and its just been horrible the whole time...when I first moved in the apt was filthy we had to clean everything ourselves from there the waterheaters kept going out 3-5 times a month. They do not ever respond to calls about anything going on.. There are other major things but I can tell that they are monitoring these. But do not move into these they are horrible look nice but cheap and over priced. more

I LIVE THERE FOR TWO YEARS AND I DID NOT GET MY DEPOSIT OF $845 BACK OR A COPY OF DAMAGE LIST. I CALLED NUMEROUS TIMES TO ASK FOR MY MONEY AND THE LADY NAME LIN TOLD ME SHE WILL CHECK BACK WITH OWNER. SHE MADE UP STORIES ABOUT TALKING TO THE OWNER SO SHE WOULDN'T DEAL WITH MY PROBLEM. I WOULDN'T RECOMMEND ANYONE MOVING AT THIS APARTMENT. THEY STOLE MY MONEY. AND THEY RAISE THE PRICE OF THE RENT. THEY JUST WANT YOUR MONEY!!! BEWARE!! Your Facts Are Wrong -Great Place to Live 9/16/2009

I searched the Skagit County Sheriff crime map and dug and alcohol Category Report for the address 310 Cascade Place, Burlington Wa . ZERO INCIDENTS FROM 9/2007-9/2009...ZERO.Your facts about recent busts there, it was not by any agency in the US. The owners one or both have been on site almost every day since I have lived here. The manager lives on site and is available 24hrs a day. She is friendly, nice, and helpfull. My apartment was very clean when I moved in and I keep it that way. The property is well maintained. I have had my cable out one time for 2 days. Cable companies had to switch the equipment for the new Digital signal. The crossover has affected everyone in the USA!! I signed a move in condition report and when I move out I will have a move out report signed. Not the first time I have signed those when renting. Your one sided arguements and complaints probably have another side that you 2 people (or the same person?) dont want to reveal. Disgrunteled ex employee?? Tenant who did not read their lease (not all of the deposits given are refundable- pets are allowed on site-nonrefundable pet deposit) or caused some damage, unpaid fines, late fees??? Your not getting your deposit back or partially back is probably for a reason. Out of a 150-250 people who have moved out in the past 2 years, 2 people with deposit problems is no reason to slander my home. Get Your Facts Straight- Cascade Meadows Is A Great Place To Live. Beware! Beware! Beware! 9/3/2009

I, too, have not received my deposit or statement of damages within the legal ""14 day"" window. I'm filing suit tomorrow. Management turned over five times in my 18 months there. Managers don't control tenants, recent narcotics bust on property, satelite is constantly out for days, weeks on end. Owners have no regard for the law or how to run a business. Owner retaliated against me for trying to make him abide by what is his legal duty and obligation!! I've watched them patch over drywall that has a leak under it -- even to my complaints. Everytime it rains it leaks again and they come and drywall again. I would not reccomend this place to anybody! Tenants Beware 7/9/2009

My contract called for a $450.00 refundable deposit. I left the apt in excellent condition and gave timely notice of moving out. They did not send me a list of why I would not receive a full refund as they are required to by law. After over 20 phone calls and a demand letter they sent $300.00 saying it was ""paid in full plus a bonus"". This is theft! The only recourse is a small claim in court in Skagit County. They have stolen $150.00 from us. Cons: they do not honor their lease agreements more
