Testmasters offers courses to help you prepare for the EIT or PE.
I participated in the EIT prep course. Classes took place in the afternoons once a week, with optional weekend problem sessions.
The instructors, though not native English speakers, are easy to understand most of the time. They do a great job explaining the course material.
The course was a little slow at times, but I passed the test so I can't complain too much.
