My husband and I are a middle aged couple and we moved into a downstairs apartment here January 2013. A couple and their teenage son lived upstairs, but moved out around summer. After that, a younger couple moved in with their toddler and our lives were hell after that. The child was constatntly running and screaming at all hours. The mother must stay home with the kid because they were home all day with the kid running. Also, when the husband came home the footsteps were super heavy and loud. There is a foot between our ceiling and the floor above, and I know this from the leak in the smaller bathroom that ruined the wall. We began around Halloween reporting these people for noise and security came by at least 5 times. While I realize kids are gonna run, this kid is about 2-3 and the parents would not make the kid walk. I reported it to Kristy at the office numerous times and she even sent them a notice telling them to quit making noise so loud or they would start eviction. We went to
