These people are criminals. Chaparral Management Company (CMC) just charged me $100 for a refinance loan in Steeplechase Subdivision in NW Houston. Not a purchase or property transfer, a REFINANCE! Homes in my subdivision were built in the 1980's, not high values. They ""have a contract with the Board"" that is not published or in the Deed Restrictions. The answer I received from Pam Bailey was that ""we had to check if your dues and deed restrictions were in compliance, and after all that work, you got a 50% discount from what I normally charge"", as though the annual dues I have been paying on time for the past 7 years don't cover that? This is a total scam! Stay away from any house where they ""manage"" the HOA. They also selectively enforce Deed Restrictions, the owner is arrogant, imperious, and gives you no answers. You will end the contact more frustrated than when you called, trust me. Pam Bailey spends more time on her email signature with her useless designations than she will on your issue
