The one thing i should say. if your parents are on a fixed income and cannot afford pet care, they should not have a pet. What if you have an emergency and they have to take the dog, and have no money. You cannot take care of it. So when you have a pet, make sure you can afford it. Second, i recommend them getting pet insurance with VPI. you can google that. I have it through my work. You pay up front but get the majority of it back. I took my puppy there last week, He got hit by a car when he got out of the apartment. I took him there, and they took care of him.I did not have the money till the next day, but they did what they could. His little paw was so swollen, that they would not have seen anything on the xray. They gave him a pain shot and sent him home. He is doing great now.
