CYCLE AFTER CYCLE. AS FAR AS ""PASSING INSPECTIONS"", THIS IS A JOKE. THESE ""INSPECTORS"" HAVE BEEN TURNING A BLIND EYE TO THESE HORRIBLE PLACES FOR YEARS.\r
