I have been to Franks on nights when there was no cover for the last year without issue and the place is fine. Watch out on Sat nights, though, as they charge cover at the door and they will rip you off in a heart beat. I was entertaining friends from out of town and paid cover for them at the door only to realize that they charged my friends after I walked into the bar. After realizing they double charged us, I approached the guys at the door and they refused to correct the issue. It is okay to make a mistake but it is a sign of bad management when they won't correct a mistake. It suggests that they expect anyone showing up at 2 am to be drunk to the point that they won't realize the mistake. Watch your wallets...
Pros: One of the few places open til 4 am in that area on Clark
Cons: Not a great value and they will rip you off if you are drunk
