I've been to Hai Ky numerous times. I have to say that food quality has always been top notch. Most of the time you get very large portions and it is very inexpensive (dinner for 2 around $10).
The service recently has started to decline however. The last couple of times the waiter has mumbled something upon sitting down which I can only assume is a drink order, and the last time I went in I got a Huge bowl of soup but it was nothing more than the small bowl sized portion served in a bigger bowl. Several times I've had the food served and the waiter never returned except to bring us the bill. Water never refilled, nothing.
All in all however, the food is always very good tasting, hot, and of high quality. Everything else is a mixed bag, but nonetheless I highly recommend this restaurant because it's very inexpensive and has wonderful tasting food everytime.
