Ah the joys of Hovander park. Its a large park with a few trails and is very flat. I would not recommend it for walking around as there are other good ones around the surrounding towns of Ferndale, like Blaine, Bellingham and such. Other than that, I enjoyed running around the park during high school and occasional runs are good to do there as well. It's primarily gravel but anyone can improvise by running on the grass.
