Oona's has been here forever and has lots of vintage merchandise, men and women's, stuffed into two small rooms. The prices are mostly right, with $15-20 dresses (more if they're exceptional) and $10-15 sweaters. No shoes. There are a couple racks of truly tacky vintage clothes you can use for costumes, and there are a couple of dressing rooms. Good jewelry too. Watch for the "$5 and $10" racks outside - I got a heavy wool vintage Lodenfrei winter coat there once for $10 and it lasted years. The woman does take consignment but she is extremely picky as her overhead is high.
