By 2010, over 60% of the population will have spent at least one day in a jail or prison. For the most part, when someone is incarcerated their only contact with the outside world is the US mail. However, every facility has it's own set of rules and the inmates are not always informed of all of them as they pertain to outside incoming mail.
The Postal Annex at 160th and Division knows all the rules...and who to confirm them with of every facility in the entire United States. Sandy, the manager, has made it her mission to help families stay in touch and inmates not forgotten.
There's a million mail stores in Portland, but there's only one who knows how to send mail to Rikers.
