The Benton Franklin Fair and Rodeo in Kennewick happens every August. It is a great event, with lots of stuff to do for the whole family. The concerts are excellent, and free with fair admission. Reserved seats can be purchased at a small additional charge. The acts are usually really good. The only downside to the Fair is the cost. Carnival rides for the kids, and the food are outrageously priced.
