Like most Humane Shelters, it is always full. That is usually because so many people do not spay or neuter their pets. If they would, shelters like this no-kill shelter, would be less busy.
They love donations of all kinds, old towels, blankets, and the like. All kinds of pet foods are accepted. Of course, money is accepted and will probably get you tons of kisses from the pets there if you give em money (GRIN).
I have not heard many bad things in regard to the shelter in York County. So be sure to remember them when you can and donate often.
