The West End probably classifies as a restaurant but I like to go to sit on their roof top patio and have a beer at happy hour. The roof top patio has a restaurant side and a bar side. Even though it's a small place there's usually still some good people watching. (You can't see the street from the roof.) It's located at the far west end (hence the name) of Pearl Street. Go early if you want to get a seat!
