Belle Isle is an island on the James River in downtown Richmond. You must walk over the pedestrian bridge suspended under the Lee Bridge (this was a little scary to me!). The island is the site of a notorious Civil War prison and the remains of a historic iron foundry are still visible. Kayaking and canoing being popular sports around the island and there is a raft company that departs from here for trips. You can see people fishing or just playing around on the rocks that line the shore. You can even play in the water some. We walked around the trail (many people were biking or jogging past us). We even picnicked. It was a nice get away from the city life with nice views of Richmond up on the hill.
