I needed a problem solved. Get my recirculating pump working. The tech told me all the issues: the water heater would have to be drained because it was not isolated by a valve. That could shorten the life of the water heater and looks likes it's close to be needing to be replaced. The valves around the recir are ball valves. He wanted to verify that the valve was open. It only turned a quarter of a turn. Told him I wasn't ready to replace the water heater. So I said wait let me force the valve so you could fix it if it breaks. I forced it past a quarter turn and it opened and the recir started working correctly! The focus should have been to solve my problem not me to solve it. more
