This smokeshop, part of an Indian reservation, apparently pays no federal taxes (which normally constitute a huge portion of the price of cigarettes) and so it was originally a place to get cigarettes much cheaper than other stores. No longer. Now they charge about the same as all the other cigarette stores, which means they're pocketing a whole bunch of cash that doesn't have to be paid to the government. I can't find out why, because they publish no email contact information, and when you ask the clerks in the store, they just act dumb.
