Pricey Parts/Incorrect Diagnosis 12/1/2011

My Hitachi LCD is not powering up, because of power surge. Took for a initial diagnosis (45$), They told the Scalar Board is Bad and has to be replaced(Based on internet research, it seems this board is used for taking external inputs and converting digital signals) Total charge parts and labor (Scalar Board: 250$ + Labor 170 ) minus the Initial deposit. Took the Part# for the Scalar Board and searched the Internet with prices ranging from 100-150 with warranty(Original part, Not ebay ones)..Called them back with the information, The CS person said I can get the other board and they will fix it . Also was ready to bring down the Labor Also checked with another Technician, He is saying that the diagnosis might not be correct,Since Scalar Board it not related to Power issues.. Hmm, In the first place the Part price was overcharged..Secondly the CS was taken back when I told him that the same part was available at a lesser cost and he voluntarily agreed to reduce the Labor cost. If I had not taken the trouble to check the part prices, It would have been 400 dollars. Now I am not sure if the basic diagnosis is right Will get back the TV and check with another Technician **Update**** Called today to check on the updated Labor Cost.. Now CS is telling that the Scalar Board cannot be the only problem,Even if the new board is used, There can be other issues which they will have fix... When I asked, if it will Work with Scalar Board/Minor repairs, They are not sure.. Informed I will be picking up my TV and asked for a Refund of 45$ as the diagnosis is not convincing more
