Section 1310 (14) which prohibits ""soliciting business in or about any place where prisoners are confined, arraigned, or in custody."" To the extent that the officials willfully fail to enforce the law and willfully ignore this illegal practice, they are failing to do their duty. Two bondsman in Sapulpa write 90 per cent of all bonds. They are allowed to enter the jail and talk to all of the new arrests and to have the inmates sign the bondsman contracts and then the bondsman calls the parents and relatives to pay them the money after they have illegally solicited the business. Other states such as San Bernandino California have prosecuted the bondsman and county Sheriff for this illegal practice. Boss Hog should not be in charge of the jail in Creek County.
