I thought it was great that I got phone call from the plumbing company very quickly after I ordered my water heater from Home Depot. The KW plumbers came in and saw that my water heater needed a powered vent. The cost for that type of water heater was of course almost 1.5x regular heater and the installation service required was also $100+ higher. Then there was an additional $135 charge for re-piping the water lines and the flue which isn't part of the regular installation and then there was the $176 to replace the expansion tank (which only costs $39 if you buy it yourself). The total bill: $1452... Far from the price they quoted at $868 while I was in Home Depot ($564 heater + $269 installation + $35 permit)
