I would not use strong words such as ""bad"" or ""lazy people"" here, the words I would use are: lack of planning or prioritizing. I got plenty of frustration and was on the phone or online almost 3 whole days to get it closed on time. I was lucky because it was only one day delay after the endless calls and numerous emails I sent out. In order to get it done, I even sent email to their owner, but never received any response.
