Okay, the Neptune is a LOCAL diner. What that means is that locals (esp. those speaking Greek) get a bit better treatment, and (as with most local diners in NY) the service is spotty, especially when they are not busy. However, the food is very good, especially (a propos of the name), anything that once swam. I highly recommend the broiled seafood platter, which is excellent. By the way, I fail to believe that any waiter from the Neptune ""chased after"" anyone over a tip. But this isn't the New York Times, so there aren't any fact-checkers here.
