Police Narrative:\r \r \r The victim victim contacted the Economic Crimes Bureau and advised that he was referred to Doug Rowe at Crankshaft Specialists, as a place he could buy a 4340 billet steel 3.75"" Stroker crankshaft for his 4.3L V6 truck; who stated that he had 2 of the crankshafts sitting on his shelf. The suspect Doug Rowe agreed to sell the crankshaft to the victim Mansayon at a lowered price of $1791.00 including shipping. Christopher sent the $1791.00 to Doug in the form of a check (check #173) on December 21, 2005. Doug told Christopher that his order number was # and that the part would arrive in 12-16 weeks.\r \r Christopher waited for his part to arrive from Doug at Crankshaft Specialists, but it never came. Christopher attempted to contact Doug on February 24, 2006, and left a message for him. Christopher never received a reply. Christopher tried several more times leaving messages on voice mail and with a Secretary at Crankshaft Specialists. Doug told Christopher he had been sent the wrong crankshaft and was waiting on the correct one and then would ship it.
