I've been to Mandarin House twice and I'd have to say that their Chinese food is only par. The reason is that it is really a Korean restaurant in disguise. If you look at their menu, half of the items are Korean, and it is Korean owned. Therefore, their regular Chinese food (ie fried rice) doesn't taste as authentic as it could. Despite this, there is a welcome Asian authenticity to the taste, which cannot be said for the other Asian restaurants in Evanston. Oh yeah, and the portions are small compared to the price. If you're going for volume, try Joy Yee's.
