This place and Legend Property Group in general is ridiculous! I lived in Bobber Flats for two years and at first everything was grand, until the lies began. They told us a parking lot was being built, which turned out to be a new building. Trying to find parking here now is absolutely horrid. These other reviews are over a year old when parking used to be easy. Now, with 4 buildings on the block, new buildings on nearby blocks and another new building being built a block and a half away, you just cannot find anywhere to park! You have to get in before 7pm or you will be driving around for 30 minutes trying to find a parking space. Not to mention all the 'no parking' areas due to city work on the sidewalks and roads. So frustrating!\r \r Don't let them fool you with the bells and whistles - new appliances, Central Air and Heat, all utilities included, gym, pool, etc. The amenities do NOT make up for the poor management, poor surroundings, poor groundskeeping. As other reviews mention - there are always dog feces and urine all over the sidewalk. I've seen it in the hallway before, too. As well as human vomit, trash, bugs, yuck. I thought living in a newer building with all these great things would be perfect. NOT worth it!!!!\r \r Lastly, management is terrible! They've changed management 3-4 times over the past year, now you don't even have anyone to call. They keep everyone worth knowing a secret. So, my tip is to somehow obtain the property manager's cell phone and put it on speed dial! The main maintenance guy is great and probably the only good thing about the place, but the lag time in getting something fixed has definitely grown with the increase in units. They go from 2 buildings to 4 and don't add any staff - makes sense! The office receives packages for you but doesn't let you know when they are there so you wait weeks for a package thinking it got lost or stolen only to call the office and learn it's there. Then, you go to pick it up 45 minutes before the office is SUPPOSED to close and guess what ?! No one is there! No one is EVER in the office anymore. They have one person there (who is usually out showing units because you know they have a lot of vacancy now with the horrific management) and so you wait for days until you can actually contact someone.\r \r Pros: online bill pay, animal friendly\r Cons: EVERYTHING ELSE\r \r Don't do it to yourself. If you want to live in the bottom, look at American Tobacco Center or River Lofts - Legend is the worst. more

I think they are great apartments, the manager is really helpful and efficient. The maintenance people are friendly and really take pride in keeping the place nice. Everyone is pretty friendly and there is a great new gym. I've never had any bugs but we do have someone come spray from time to time. Maybe things have gotten better than they were when the previous commentors lived here. more

Wood Chewing BUGS and Apartment Floods need I say more 8/16/2011

I moved into Bobber Flats a year and half ago. The apartment has great finishes and a nice layout but that is the only nice thing I can say about Bobber Flats and Capitol Asset Managment. I first moved in a year and half ago and noticed a crunching sound coming from the exposed beam in the ktichen, I did some investigating and realized the beam was infested with wood chewing bugs!!! Wood dust from the beams were all over my counters and kitchen, I would have to wipe it off every day. I spoke with the property manager and had an extereminator come in and spray (I think a total of 6 times!). This only worked for a little while but never lasted. They told me they would need to strip the paint off the beams and spray to better penetrate the wood, I was ok with that but when I came home I discovered they hadn't covered any of my furniture and the entire apartment was caked with dirt from when they stripped the paint they also damaged the walls in the kitchen. I asked the property manager if she could have someone come in and touch up the walls that were damaged. She said yes, when I came home I discovered that they had painted the beam again not the walls. The whole point of stripping the beam was so the chemicals could penetrate the wood better! So now I have damaged walls in addition to an infested beam. A year later I still have bugs in the beams and dead bugs on the floor!!! The building now has its 4th property manager in 1 year that should laready be a red flag if the bugs weren't enough I was originally told by the third property manager that they would move me out of my apartment and into a larger one for no extra charge. Great! I was excited but then found out that wasn't the case at all I would have to pay more money for the larger apartment. I complained and was told they could move me into a smaller apartment free of charge. Why should I have to move into a smaller apartment now? I refused and said the only way I would stay in the building was if they moved me to a larger one at the same rate I pay in my current place which mind you the larger apartment was only $50 more a month. I think that is only fair I had been living with bugs for almost a year and dealing with cleaning up dead bugs off the floor. The apartment should had never been rented to me that was there mistake. Capitol Asset Managment was not willing to accomodate me so I decided I would not be renewing. To make matters worse last weekend I was out of town and my upstairs neighbor had a pipe burst I got a phone call from someone at Capitol Asset Managment alerting me of this news and asking permission for me to let them in the apartment to asses and clean up. They said most of the water was in the bedroom on my bed. They wanted to lift the mattress and dry my bedding and stated they would call back with more information. Great Im ok with that. They never called me back. I tried calling them back the next day but the inbox was so full I could not leave a message, very professional. I come home on Sunday and see that my bed is ok but I look in my closet and all my clothes are wet!!!! No one told me about this! Now I had to spend a whole day washing and drying clothes. I was told the water just got in my bedroom but that wasn't true water had been all over the apartment. I went to talk to the property manager and that's when I met the 4th person. Now this is just ridiculous. I can not wait to be done with this lease and out of this apartment. I am not a difficult person and understand that these things happen but when Capitol Asset Management would not accomodate my request of moving to a larger apartment and would not answer my complaints thats when I had enough. I'm even looking into complaining to a Renter's Association. I feel like I could even sue thats how upset I am witht the past year at this complex. I would not recomment living here at all or renting anywhere from Capitol Asset Managment. more

STAY AWAY!!! 4/29/2011

I am a current resident here and for anyone looking to rent under Capitol Asset Management please RUN AWAY!! Everything that glitters is not gold!! If you get the chance to have new appliances, like I do, THEY STOP WORKING AFTER A MONTH OF USE!! Maintenance takes at least three weeks to change an air filter. Parking where I live is not a problem most of the time, but at times it can be a little tight. Noise in the building is horrible and there is not rectifying the situation because there is no one in the office most of the time to answer anything. I have dealt with upper management a few times but they give you the run around with answers to your questions. SO MANAGEMENT IS HORRIBLE!!! The plus to this apartment complex, is that they have a low security deposit to lure you in and you may get a free month! ITS NOT WORTH IT. I HAD TO LEARN THE HARD WAY more

Bobber Flats at Shockoe Valley 2/5/2011

Came to this apartment agreeing on a rent price, and to find out that it is more than what was agreed on over the phone after signing the contract. Considering that it wasn't that much money, I just let it go, but then the downfall continued over subsequent weeks. Let's first start with the positives. Parking is no problem here. The only minor problem is that it's outdoors, and because of all the nearby construction; a lot of dirt collects on your car over time. But parking is a definite plus. Second, the kitchen appliances are quite nice. It's not loud here. Now to the cons. When I first got here, I was not given a key fob to enter the complex. Instead, I was given a key code. I was told that I would be given one later, and that my name would be input into the outdoor address telecom so that I could let people in once they got the technician. The telecom never happened. And after multiple requests to the management, I finally got a fob that didn't work. I asked again about getting one that worked, and was told that because I had the code to get into the complex, I didn't need one. Second, I was told that I would be able to get high speed internet once I moved in. If you define 500 kbps as high speed internet (this is the speed of your cell phone internet), then I am at lost for words. So you have to cough up either $20 for 2 mbps or $30 for 3 mbps. That's more expensive than what I could get from Comcast or Verizon, and I can't get anything faster than that. And during nights, the internet speed fluctuates, since everyone goes on it. So it's nice to be able to have dogs here without any fee, except the sidewalks always smell like urine, and you got to watch out for the dog feces on the sidewalks. Now management tried to crackdown on the dog feces by useless threats, but it's not like that is going to work. The fact that outside smells like pee is a quite nauseating. Fourth, the floor is sealed cement. Now coming from an eco-friendly point of view, the apartment maintains a stable temperature without any real need for the AC or the heater (68 degrees lowest during the winter and 78 degrees highest during the summer). But still, some real floor would still be appreciable. Fifth, there is absolutely no mailbox here. Sure you can receive mail, but you cannot send out mail. You got to walk to some mailbox a block away or something of the sort. I talked to management about this, and they said that they would resolve this. But low and behold, like many other things from my experience here, it never happened. I still have to walk somewhere to drop off my mail. Sixth, maintenance was pretty prompt in the beginning, but now it has become a chore. It takes about a month at least and multiple requests for things to get fixed, like just getting a light bulb replaced. Seventh, and this is my biggest gripe about this place, the management is lacking. First, there was no consistent person in the management office. What I mean, is that I think I have met 3 or 4 people over the past couple months managing the complex while I have been here. Now, the management is rarely here, and if so, quite rude. I think that I've seen the management office open once over the past 2 months, where she was there to just collect rent checks. The management also belittled me as if I were a child for doing nothing. That pretty much seals the deal that I am going to be moving out as soon as possible once my contract ends, or I might even just break it. A lacking, disrespectful management is anything but pleasurable. Stay far away unless you have dog. And if you're considering moving into the newly renovated Old Stone Row or Engine Company Lofts, just remember it's the same management person(s). Management is key to everything, and I have never had as such a bad experience as this one. more

Rent here if you enjoy the nauseating smells from a construction site Port a John and Infeastaion of Roaches, Flooded rear lower level apartments, building is not secure as rear entrance door leaft unlocked all the time, Extremely high level of noise from Rowdy Street Thugs and Trash both in hallways and outside.
