I just moved to the Harbor East area of Baltimore and have been eating out every night in search of good food in Baltimore. I have been disappointed every where I have gone. A friend told me I should try Nasu Blanca in Locust Point. I got there and I saw the prices on the menu and was scared, but the food was outstanding and I felt despite the prices being high I was happy when I left. I had a cheese plate, little mini chorizo sausages, bread that was garlicky /olive oily/tomatoey delicious, and a glass of wine. I spent around $45 and I cant wait to go back and try some entres. That neighborhood was not great but seems to be ""up and coming"" -safety was not an issue for me (but I guess that is a personal thing because I have lived in cities all my life).
Pros: Great food and wines, eat at the bar
