At least that's what it seems. I got stranded and my insurance company called them. They told the insurance company they'd get me in an hour. They didn't arrive for over 3 hours. When I called them the first time to check up (at the one hour mark), they told me there had been an accident in the area and they had to respond to the police first. When I called them the second time (when they were over an hour LATE, they told me they finished with the accident and were there was one other person in front of me). When they showed up, it was OVER 2 HOURS LATE.
I'm in the service industry myself... and when I have a client with a problem and I cannot make it to them in a timely manner, I call a competitor - who I have agreements with - who can fill in for me and take the excess when I get busy. If customers mattered, they should have - they would have - found a way to keep me from waiting a total of 3.25 hours for the tow to show up.
If you call for roadside assistance, make sure you DO NOT get them.
