EZ Smog, Placerville, CA
I have a 1990 Jeep Wrangler with a 4.2 L engine. Approximately two years ago (July 2009) I performed a significant overhaul and upgrade of my vehicle's engine and exhaust systems. The engine was completely over-hauled and the complete exhaust system was replaced using all new CARB compliant parts. Further, I upgraded the fuel system to a (HOWELL) CARB compliant fuel injection system. After I finished this work. I took my vehicle to the above listed EZ Smog for my new smog check. The employee at this shop refused to do the smog check citing his lack of knowledge of the upgraded work. In August of 2009 I took my vehicle to the American River College to have the engine, exhaust and fuel injection system inspected by the REFEREE. I did this in order to have documentation from the referee that my work and new equipment met the CARB requirements. My vehicle passed the referee's checks AND performed exceptionally well on the actual smog check. Now, two years later and I am due for another smog certification. About one week ago, I took my Jeep back to the above listed shop. I explained to the technician about the refusal of EZ Smog to check my vehicle two years ago. I gave him the paperwork from the referee to confirm that my vehicle was inspected (and passed) by the referee. He did some preliminary checks and returned to tell me that it would not pass stating it would not run right on the dyno test. I took my vehicle home and performed my checks and found that indeed I did have two vacuum leaks. It should be noted that I have driven the vehicle only 3500 miles since it was inspected by the referee. Today, July 22, 2011, I returned to the above listed smog station for a recheck. There was a different technician at the check station. I explained to the technician that I had been there a few days earlier. I gave the technician the paperwork from the referee's inspection. The technician acknowledged my previous visit. I explained that I had found and corrected the vacuum leaks. At that time, the technician said (curtly) that he would recheck. He put my Jeep in the check bay. Shortly, he came back and told me that the BORLA (CARB compliant) exhaust header was not the correct unit for my Jeep. The technician stated that, 'the BORLA header was for a Chevrolet 350 cubic inch V-8 engine'. Therefore, he could not do the smog check. His statement to me about the BORLA header is completely incorrect because a CHEVROLET V-8 exhaust header certainly would not fit a straight six engine. I again explained that the referee had inspected ALL of the new parts that I had installed two years ago, including the header that he just said was not the correct part. The technician stated, 'well you will have to call or write a letter to BORLA asking them to confirm that I had the correct header for my engine'. I told the technician that no, I would be contacting BAR about this situation. I noticed that two people ahead of me also failed their smog tests. Since this station charges even for a failed smog test, I must wonder about this station's business practices. I believe that this EZ smog station is not competent and, at the very least, not knowledgeable about CARB compliant engine parts and upgrades. Since they are licensed by the State of California, I must also question their qualification process. I took this vehicle to this Check Only station to try to save a little money since their charges were about $59.00 versus a repair and check station that charges $85.00. I thought it would be a fairly easy process especially since I had all my documentation from the BAR referee. I was wrong. I'm now subjected to more trips for an inspection process that should be very simple.
