Budget Car Sales of Tifton

I live in Lancaster S.C bought a 2010 silverado from Budget Car Sales in Tifton GA. 2 / 5 /2011 as of this date no Title. I have contacted the dealer continuously. Bank paid truck in full and now without a title I cannot get a tag that means I cannot drive the truck. Payments start in a few days and as of 3/21/11 temporary tag was not valid. I purchased a used 2010 vehicle from Zach at Budget Car Sales in Tifton, GA in April 2010. I paid cash at time of purchase and paid what was offered. Zach had sold the car to me with an upgraded tire package and with the understanding, in writing, that when my sons came to pick up the car a month later that he would provide 4 stock tires and wheels that we could install on the car to replace the upgraded tires that we didn't want. When my sons picked up the car, 4 tires were provided, no wheels and 2 of the tires were unusable. One had a nail in it. Zach twice said that he would ship the tires and wheels to my son's house.
