If you want to eat above-average Chinese food in Philly, I would recommend Ocean Harbor. Their banquet/special-event menu is superb (think of many sumptuous courses of food for about $15 a person), but even the dim sum (lunch) is tasty. And, at $3-$5 per dim sum dish, the price is right. You get to try all sorts of foods! Unfortunately, the food does taste like there is a lot of MSG [it does give some people heartburn] and the atmosphere is not great. The dining hall is very noisy and crowded. My tip is: Drink a lot of tea to wash down the greasy food!
