St. Matthew's United Methodist Church Children's Center is the best preschool in Newbury Park, California, IMHO. I have a four year old son who has attended there for a little over one year, now. He can't wait to go to school in the morning, and doesn't want to leave at the end of the day. It has a good ratio of teachers to students, plus a nice balance between activity hours: outdoor play time, indoor play time (could be toys, or creative crafts), meal and snacks (45 min + 2 snacks), naps (1.5 hours for preschoolers), and reading time (dedicated 30 min/day). The teachers are very good at one-on-one time and are helping my son to learn to write his letters and numbers. Elementary school age children have homework help available to them, too (St. Matthew's has a license for 3 year olds through 6th graders). Although it is a service from the church, they are not stressing religion to the preschool children, rather, they are teaching them to "be good to your family and each other." Additionally, being a non-profit organization, their rates are much better than the for-profit sites. I would highly recommend St. Matthew's UMC Children's Center for preschool and after-school care in Newbury Park.
