I was gone on training for 2 weeks and returned to a hot water heater which didn't stay lit\r

I hired Attaboy Plumbing to come over and light a pilot light as I could not get it to stay lit. The technician showed up and said it was a gas shutoff valve or something along those lines and that it would be an additional $400 or they could sell me a new unit for $1000. I didn't want to go for that amount, so I declined. While the technician was there I asked him to look in the garage at a leak we have been having and he managed to do so. He proceeded to break away the drywall to get to the pipe and then he snaked the pipe until the drain was fixed. \r

Here are my issues. \r

He didn't go around to the front of the house to see if the gas was even turned on, apparently it wasn't on (from what the Vectren guy and the Plumber who came out after the Attaboy plumber did) Both said no way they don't first check to see if the house is getting gas or not.
