in freedom of expression, even if a review contains unappealing or distasteful

Review content:
Harassment and unethical business practices. I called for a quote which was much higher than others. I refused service, they kept contacting me and would not stop calling. I finally told them to never call me again, no service was provided, however a couple months later I started getting bills for service I did not receive. They claimed I authorized service, but said I did so on a phone with a different area code and phone number than my phone. They then sent me to collections for service I never received.
