I rented an apartment recently acquired by this organization in central Virginia. The property itself was a typical apartment building, not well managed but tolerable. The front office individuals whom we had frequent contact with were pleasant enough. Maintenance was slow and the general upkeep of the complex itself was decent. The flooring, cabinets, fixtures in the actual apartment were ridiculously cheap and the front office staff told us that one goal by the new management group (UPA) was to replace these as tenants moved out. We are functioning members of society, pay our bills on time - namely rent - and followed the guidelines established by the management group. As soon as we attempted to put notice to move out our troubles really began. The denied our notice as sufficient and said they could not get in touch with us to convey this to us...keep in mind we lived on the property and less than 50 yards from the main office. When we finally moved out they tried to say that we owed them almost $1600 to replace the carpets, etc., in efforts to rid the apartment of an odor - which we had mentioned multiple times to the front office staff and tried to rid the apartment of the musty odor ourselves. After UPA's attempt to bully us into paying them money that was not owed we filed took them to court to get a refund of our security deposit. We won that battle but UPA then tried to say that they would not be paying us the monies we were owed and that they would be pursuing the same matter again in court. The judge dismissed their suit and again ordered them to pay us back the monies we were owed. We FINALLY received our reimbursement after several months. I would in no way recommend renting any property that is under the management of UPA. In our experience they tried to bully us, attempt to take advantage of us, and try to manipulate the situation (us moving out and them replacing carpets/flooring that they had already begun to replace in other apartments) to their favor. We are very fortunate to have been able to fight them in court but my suggestion is to stay away from the all together.
