Review content:
The lot in the back is owned by Pizza Palace, who rents the space to City of Elmhurst so they can generate revenue by issuing tickets. When the City of Elmhurst did not want to pay a higher rate from their 1960s rent price, the owner did pay people to stand outside and tell anyone that parked there that they could not park there unless they were customers. It lasted only a short time, and the City of Elmhurst paid the higher rent. Pizza Palace now has designated spots for their patrons.
