I recently contacted Access Computer to request a quote to replace an obviously broken DVD drive for my Dell laptop. I was told that they could not provide a quote over the phone, but if I brought the laptop in, they would give me a price quote. I then dropped the laptop off, told the associate that I wanted a quote for replacing the DVD drive and for a general tune up / clean up. They called me with a ridiculously high quote (twice what other companies had offered), so I told them not to perform the work and I would pick it back up. When I went to pick it up, they would not return it to me unless I paid them $65 for their diagnostics. Aside from the fact that I told them exactly what was wrong with the laptop, I was never told of the $65 charge until they had already done the "work". The owner's response was that the $65 charge was posted on the door behind me and I should have read the sign and they were going to keep my laptop until I paid up.
