In the neighborhood, Martin Philbin is known for being a cop from hell. Instead of protecting and serving, Martin Philbin abuses, assaults, entraps, and invades. In the name of acting as an undercover narcotics squad, Martin Philbin also engages in illegal drug activities in exchange for monetary favors from the local drug cartels. Many a time, he has been seen driving his undercover cop car into back alleys and meeting with suspicious characters, often involving money and narcotics, in the seminary/Lincoln intersection area. I am a personal victim of Martin Philbin. I have been physically challenged since I was 17. I was assaulted with an aluminum bat to the back of my head. When Martin Philbin arrived I was lying on the street. Martin Philbin yelled at me, telling me to get off the pubic street. When I stood up Martin Philbin could see the blood running down my neck. I was unstable and began to open the door of my car to sit down. Martin Philbin grabbed my arm, told me in no condition to drive, and drew his taser gun with his other hand. I said, ""Fine, I'll call my wife for a ride."" I then pulled my cell phone out of my pocket and began to dial her number. After I'd dialed the number I was tasered directly in my chest. The pain was overwhelming. I twisted and jerked until I fell head first onto the ground. Martin Philbin bent over, rested his knee on my lower back and cuffed me. I did nothing wrong. I'd had two prior spinal fusion surgeries on my lower back. I now have constant pain from the taser and Martin Philbin kneelig on my lower backI am a victim of SEVERE POLICE BRUTALITY. Tax dollars well spent on this man's salary of $80k.
