I know nothing about Hickman having never been there, but it seems like a nice place. Just read the story about the horse (Peter Rabbit). Why not grand-father just that horse on that property? You would still have your ban, and he could have his horse until it dies. It is pretty old! and will not live very much longer, I would think. It would show that you care about your citizens, old and new. And it shows that laws do not have to be in-your-face. You should not have to be confrontational with someone who has lived in the town for longer than most other people have and you also show that you can get what you( or I asssume) most of the people living there now, want. It seems like a low cost way to get a win-win solution. Thanks, Jake
