Chinese church leaders do not deal with conflict well. When a baptist member is allowed to scam others the pastor needs to step in once he found out what happened. He said not his problem but we all disagreed. She has hurt a lot of people and will continue and she may move to your church. Just be aware so she does not hurt anyone else.
