C&S Investments is a partnership between Carol Ann Winters and Scott Carter. Carol Ann Winter is a slumlord who owns WNC Rentals. I rented a very run down house from them for 3 years. It was nothing but a nightmare. Carol Ann Winters behaves like she despises her renters. I was lied to by both of the landlords Carol and Scott. Things take six months to fix. I have spoken with 10/10 of Carol’s renters and she withheld the security deposit from every single one including me. Others said “We had a LONG list of problems that she would never fix. One of them was the intense black mold infestation in the walls, ceiling, and floor of the one single bathroom. We asked Carol Ann Winters to fix address this issue repeatedly. Her response was either to ignore our requests completely or to tell us, “We live in a humid environment and mold is just something you need to learn to live with.” Do not rent from C&S Investments or WNCRental. You will regret it.
