I've dined in many expensive restaurants in big cities and in different countries (Le Cinq at Four Season in Paris for being the most recent one), and none of them had disappointed me this much like Monarch. We had the soft shell crab for appetizer, and it wasn't fully cooked. I ordered the Open Lobster Ravioli - the sauce tasted like the one I'd make at home when I don't have time, I didn't find the ""jumbo lump"" crab meat that was in the description (there was only a couple threads in the plate), and ultimately I did find two small pieces of lobster meat. My companion had their Halibut, and found that it was thin and overcooked. Overall, the food was insipid and way too ordinary for the prices they charge. It's very sad for the people in town if this is indeed the ""best"" restaurant in St. Louis. Cons: food, smoking, parking
