I frequented the 13th Floor to see bands that I liked, and I usually went with friends, which meant that I always had a great time. Their happy hours can also be mellow and nice on a day without too many people. Although I'm usually accompanied, I always end up having interesting conversations with people I meet there. The drinks are so-so, but I'm more of a dancer than a drinker so key for me was picking the right night with good music; the view is spectacular so even if it's too loud to chat, you can always let your gaze wander over the cityscape; and the space is small enough to feel cozy but large enough so that you can move about and mingle with others, if that's what you're looking for. I think it's a pretty good scene for Baltimore!
