Two words come to mind; UNPROFESSIONAL and UNRELIABLE. You have the most unreliable transport service in the area. It's unfortunate that the young, the elderly, and the disabled have to deal with your "" failure"" to provide dependable, on time services. Your scheduling staff obviously can't fill in a day without screwing up and the person or persons answering the phone (after a long wait )cannot seem to get things right when they are asked to correct the problem.
